Center for Access to Rural Education

(CARE) is a research center of Southern Leyte State University – Tomas Oppus. CARE as a contributor to the economic development of a country have in its corporate responsibility the research and extension of services to needy communities in the province of Southern Leyte. Thus, this center advocates for the trilogy functions, namely: innovation, research, and extension.

Established

The establishment of Center for Access to Rural Education (CARE) for Southern Leyte State University – Tomas Oppus was approved by the SLSU Board of Regents during the 64th Regular Meeting through Resolution No. 122, Series of 2018 dated December 14, 2018 at the Commission on Higher Education, Diliman, Quezon City, Philippines.

With the aim of the university to establish a Research Center at various level of the organization through research, extension and innovation, the CARE as a research center will provide opportunity for universal access to education in the rural areas by finding means to eliminate the effects of poverty, distance, and culture to access knowledge.

The prime goals of the center is to develop technologies and innovations in knowledge delivery that eliminate poverty and distance as barriers to accessing education; contextualize knowledge delivery to the culture of the rural people particularly the indigenous groups establish linkage with leading institutions in knowledge service delivery for the purpose of mainstreaming the teaching innovations, supporting teaching incubation, and producing collaborative research on best practices.

The Vision Statement

The leader in innovation of delivering knowledge to the marginalized and isolated population in the rural areas through scientific and technological means generated by the highly specialized core faculty of the CARE.

The Mission Statement

To produce breakthrough service delivery systems, train active knowledge service providers, and become a partner in eliminating barriers to access to education.

The Center’s (CARE) new logo signifies its purposive combat against the barriers that hinder the access of the marginalized sectors to quality education. The hands and their placement represent “tender loving CARE”.

That is – to help organizations, sectors, or individuals materialize their educational aspirations by continually nurturing them through guidance and support. Additionally, the hands represent the symbiotic relationship that CARE shares with its clientele. It symbolizes the care given to the clients and them giving the fruit of the labor in return, which they have earned with help of the center.

At the center, is the University’s Logo surrounded by the letters C, A, R, and E – the acronym adopted to refer to the center. As seen, said letters are laid underneath tiles colored in different shades of blue. The different shades of blue symbolize the diverse array of groups the center envisions to help.

The blue color of the tiles, hands, and typeface used, follow the blue-and-white branding of SLSU. It also represents loyalty, security, and trustworthiness – which all are factorial characteristics of the center and its core faculty. The typeface used is straightforward and is easy to the eyes to convey that the center and its faculty are approachable and are highly collaborative.

Duties and Function

Duties and Functions of the Director and CORE Faculty Members Research, Development and Extension Center Director. The RDE Center Director shall be responsible for the overall leadership and implementation of the research, development and extension programs and administrative affairs of the research center, and shall report directly to the VPRDE. The center head shall have autonomous/priority authority and responsibilities for all center activities, budget and personnel management. The Center Director shall be appointed by the University President for a term of two (2) years. S/He can be re-appointed for another term provided that s/he shall have accomplished during his/her first term the following:

  • 1. at least one publication in a reputable refereed journal as senior author; or at least one published patent application in the IPOPHL e-Gazette or one registered Utility Model/Industrial Design/Trademark/Copyright; and
  • 2. Involvement in at least one extension activity earning at least 3 Workload Units.

The RDE Center Director shall perform, not limited thereto, the following duties and responsibilities:

  • Lead the strategic planning of the research center to ensure that the center’s objectives are aligned with the university’s strategic plan and objectives;
  • Oversee the proper discharge of administrative and management duties of the research center including, but not limited to, personnel management, financial management, and operations management;
  • Work productively with the research center’s governance/technical committee(s);
  • Manage the research plan effectively and efficiently, ensuring that accepted standards of RDE and ethical behaviors are met;
  • Take charge of the area, infrastructure, and facilities and equipment needs of the research center in cooperation with appropriate authorities;
  • Enhance the reputation of the research center and the university by undertaking quality RDE and communicating that RDE to the society;
  • Develop networks and linkages with researchers/experts in the field in the public and private sectors, locally, nationally and internationally
  • Take the lead in the submission of proposals to funding agencies and other fundraising initiatives;
  • Build and maintain partnerships and/or linkages with external agencies specializing in the sector/commodity/focus of the center, and other related sectors;
  • Work closely with other RDE Offices in the planning, monitoring & evaluation, reporting, protection, commercialization, extension, and promotion/dissemination of PPAs/technologies/knowledge products for public utilization;
  • Take lead in the attainment of the cascaded annual RDEC target from the VPRDE;
  • Conduct RDE PPAs in collaboration with other core and affiliate RDE faculty;
  • Deliver the minimum required outputs as stipulated in the RDE Operations Manual; and
  • Performs other related tasks as directed by the VPRDE and/or the University President.

Research, Development and Extension Center Division Head. The RDE Center Division Head shall have the following duties and responsibilities, but not limited thereto:

  • Supervises the activities of the assigned Center Division in coordination with the core and affiliate RDE faculty members;
  • Develops strategic partnerships and networks in the regional, national and international industries, researchers with the purpose of generating activities that will stimulate technology/knowledge generation.
  • Acts as the nexus between the university and the community with respect to research initiatives of mutual benefit;
  • Facilitates the transfer of knowledge to the society through outreach (e.g. collaborative research, seminars, workshops, lectures, websites, publications, etc.) and, where applicable, through technology transfer (e.g. collaborative research, contract work, and commercialization of intellectual property);
  • Initiates strong linkages with appropriate academic departments and units within SLSU by:
  • 1. Aiding faculty and student recruitment and retention by enriching the research environment;
  • 2. Advancing university curricula;
  • 3. Mounting workshops and seminars;
  • 4. Providing interdisciplinary research training and mentoring for undergraduate and graduate students; and
  • 5. Regular communication of research center activities and opportunities for faculty and student involvement.
  • Delivers the minimum required outputs as stipulated in the RDE Center Operations Manual;
  • Assists the Center Head in the overall management and in attaining the annual target outputs/outcomes of the Center;
  • Coordinates and working closely with the RDE Operations Director and Heads, and other Campus/College RDE Heads in the implementation of Center PPAs;
  • Implements RDE PPAs in collaboration with other core and affiliate RDE faculty;
  • Submits all reports as required by the university officials; and
  • Performs other related tasks as may be assigned by the Center Head.
